Recently, Portland City Council adopted an historic zoning ordinance against new fossil fuels infrastructure, but an association of fossil fuel companies then persuaded Oregon’s Land Use Board of Appeals to strike down the zoning ordinance as an unconstitutional restraint on interstate commerce.
