During the recent G20 summit in Hamburg, Germany, California Governor Jerry Brown announced that he would hold a climate summit in San Francisco in 2018. The announcement was clearly intended to cast Governor Brown as the environmental antidote to Donald Trump, who has claimed that climate change is a hoax perpetrated by the Chinese. In this interview, Adam Scow, California Director of Food and Water Watch, discusses with me whether Governor Brown is truly the environmental champion that he claims to be. Among other things, Adam explains that the cap and trade regime of which California, Ontario and Quebec are a part has not resulted in a material reduction in California’s carbon emissions. This raises a critical question for the people of Ontario and Quebec: is this cap and trade system a serious way of tackling climate change, or is it little more than a ruse by the governments of Ontario and Quebec?
